평가방법론 측면에서 본 정부업무평가

Abstract

이 글은 평가목적에 따라 구분될 수 있는 지표방식과 설계방식, 평가초점에 따라 나뉘는 과정평가와 결과평가라는 평가방법론적 분석틀에 의거하여 우리나라의 정부업무평가 제도를 살펴보고 있다. 정부업무평가는 과정에 초점을 두고 있는데, 정부활동의 총체적 결과를 보여줄 수 없으며 부처의 특성을 반영하지 못하는 등의 문제가 제기되고 있다. 또 점검·평정을 목적으로 한 지표 위주의 평가모형을 채택하고 있으나, 부처의 책임성 확보나 평가결과의 학습이라는 측면에서 한계를 나타내고 있다. 따라서 부처의 고유사업에 대해서는 과정과 결과를 연계하면서도 분석을 목적으로 설계모형을 적용하고, 지원업무에 대해서는 과정(특히 집행과 산출)에 초점을 두는 지표방식을 적용하는 것이 효율적이다. This article analyzes government performance evaluation through the framework which consists of indicator mode versus design mode and process evaluation versus outcome evaluation. Evaluation where government performance evaluation focuses on the policy process was not able to show the entire government outcome or consider the character of the department. The indicator mode for monitoring and assessing limits departmental accountability and learning about performance. It is efficient to apply the design mode of analysis to department programs and to apply the indicator mode to focusing the process on management work.
