조직운영주체별 상대적 효율성 분석: 문화예술회관을 중심으로

Abstract

작은 정부론이 재등장하면서 공공서비스의 민영화·민간위탁에 대한 관심이 고조되고 있다. 이는 문화예술회관분야에도 마찬가지로 대부분의 문화예술회관이 직영방식에서 민간위탁방식으로 전환되었거나 전환을 계획 중에 있다. 이는 민간위탁이 직영방식보다 더 효율적이고 생산적이라는 사고에서 출발한다. 그러나 실제로 민간위탁이 직영방식보다 더 효율적인가에 대한 연구는 잘 이루어지지 않고 있다. 이에 따라 본 연구는 자료포락분석(DEA)를 이용하여 우리나라 전체 광역시의 문화예술회관을 대상으로 조직운영주체별 상대적 효율성을 비교하였다. 연구대상은 우리나라의 광역시에 소재하고 있는 문화예술회관으로 연구에 사용된 기관은 총 19개소(민간위탁 5, 직영 14)였다. DEA 분석 결과 상대적으로 직영기관의 효율성이 높은 것으로 파악할 수 있었다. 또한 비효율적인 것으로 나타난 기관들은 순수 기술적 비효율성을 줄여나갈 필요가 있는 것으로 나타났다. 연구결과 문화서비스 공급분야에 있어서 민간위탁이 서비스 질의 개선이나 운영의 효율을 극대화하기 위한 최선의 방법이 아니며, 문화예술회관의 효율성을 증대시키기 위하여 조직의 운영관리, 인력양성 및 채용관련 적절하나 제도 마련, 보다 효과적인 평가시스템 마련 등이 필요한 것으로 보인다. The community culture center is the body to give its citizens or residents comprehensive culture service in a region. The tendency of its operating system in culture center through the world is contracting-out. That makes no exception in the operating systems of the culture centers. But, the system of contracting-out is efficient as we expected? We have a doubt that all the transformation of the government department to the evolved system, for example, contracting-out could improve the social efficiency. This study used the analysis of utilizing a quantitative method(DEA), and it analyzed the relative efficiency of the operating entity of the culture center. As the results of using DEA, it proved that the contracting-out system is inefficient than the direct operating system by local government. Some policy alternatives relating to contracting- ing-out system's efficiency in local government were suggested In the conclusion.
