재정의 지속가능성: 한·일 양국의 검증 비교

Abstract

본 연구는 한국과 일본의 재정의 지속가능성 여부를 검증해 보는 연구이다. 우선 양국가에 적용가능한 지표들을 소개하고, 이러한 지표를 통해 양국가의 재정의 지속가능성을 검증한 그동안의 연구결과들을 비교·검토하였다. 검토결과 우리나라의 재정운영상태가 현시점에서 재정의 지속가능성이 어느 정도에 존재하고 있으며 일본보다는 비교적 양호하다고 결론지을 수 있다. 그러나 장기적으로 우리나라가 계속 지속가능성이 성립된다고 단언하기 어렵다. 이는 참여정부 출범 후 재정상황이 크게 악화되었기 때문이다. 따라서 재정의 건전성 확보를 위한 지속적인 노력이 필요하다. The purpose of this study is to review whether or not there exist fiscal sustainability in Korea and Japan. First, it introduces the applicable indicators which are able to check fiscal sustainability and then review comparatively the results of recent studies dealing with the fiscal sustainability of two countries. Our review shows that Korea maintains some degree of fiscal sustainablity and certainly is better than Japan. However, it is very difficult to claim that Korea will maintain its fiscal sustainability in the long-run. The major problem is that the Korean fiscal condition has bet-n deteriorated since the Rho government began. Therefore, there is need of continuous efforts for strengthening sound public finance in Korea.
