정부조직의 평가역량 구축 방안

Abstract

이 연구의 목적은 정부조직의 평가역량 구축과 평가역량을 진단하는 분석틀을 발전시키고, 이 틀을 토대로 우리나라 정부조직들의 평가역량 구축의 실태를 분석하며, 이러한 분석결과를 토대로 정부조직들의 평가역량을 구축하고 발전시킬 방안들을 모색하여 제시하는 것이다. 이 연구에서는 정부조직의 평가역량을 진단하고 발전방향을 모색하는 분석틀로써 평가공급역량 측면과 평가수요 및 활용 측면을 동시에 고려하는 수요와 공급 상호작용 모형을 발전시켰으며, 이 분석틀에 의하여 우리나라 중앙정부 조직과 광역시·도 및 시·군·구 등의 지방정부조직들의 평가역량구축 실태를 분석하고 논의하였다. 조사결과 우리나라 정부조직들의 평가역량구축 정도는 매우 낮았으며, 평가공급능력과 평가수요 측면에서 시급히 개선해야할 문제들이 많은 것으로 나타났다. 이 연구에서는 정부 차원, 정부조직 차원 및 평가공동체 차원에서 평가공급역량과 평가수요를 확대시킬 방안들을 제시하고 논의하였다. The Purposes of this study are (1) to develop analytic framework for evaluation capacity building focused on dimensions of evaluation demand and supply, (2) to collect and to analyze empirical data questionaired to the Korean government officials to find out characteristics and problems related to evaluation capacity development, and (3) to develop the ways io enhance government organizations' evaluation capacity. This study also discussed theories of evaluation capacity building as well as experiences of institutionalization of evaluation capacity building in organizations of developed countries.
