- 國際社會에서 對外援助라는 것은 豊裕한 國家가 貧困한 後進國을 돕는 것을 말한다. 이러한 援助는 援助를 提倛하는 國家와 援助를 받는 國家와의 利益(interests)이 一致됨으로써 提倛되는 것이다.
