Abstract
This Study aims to investigate implications of experimental cases about the deliberative democracy to civic education, which is taking notice as a new form of the participatory democracy with the electronic democracy lately in the 21st century The deliberative democracy is able to supplement the limit of the representative democracy through a systematic device to activate spontaneous participation of a large number of citizens, and make up for the point in participation without substance that models of a direct democracy may have if things go wrong, by setting a deep discussion process forth as a premise. The experimental cases about the deliberative democracy offer a practical opportunity for all citizens to participate, provide citizens extensive information about the nature of the policy problem, engage citizen in the same problem-solving context as elected officials, and use rigorous methods. But a civil ability of determining rational decision has to be premised so as to realize the deliberative democracy. This means a demand for the activation of the civic education. Although citizens are provided the chance of upgrading the civil quality necessary for the solution to a public problem through a process of the deliberative democracy, more various programs for the civic education have to be developed and conducted first.
