중등 교육의 위기 타개를 위한 방향 모색 : A Direction of Solutions to the Crisis of Secondary Education

Abstract
One hundred years' modernized education in Korea has been the driving force of the impressive progress from an agrarian society to industrialized one. As each school accumulates intangible property, the objective ranking of schools was graded within the range of institutionalized formal education which began to be prepared at the end of World War Ⅱ. Consequently, an extremely competitive entrance exam named the 'disease of hoping to enter only a top-ranking university' immerged. It is difficult that teachers can fully realize their professionalism and creativity under this environment. On the contrary, teachers have recently become the target of reform by the thought that they are violent and morally bankrupt. Because of this condition teachers' morale and authority precipitated their disability of control over the classrooms. There are many reasons as to what factors led to the deterioration of the Korean educational system. Here, we will discuss four major causes of the crisis in secondary education:l) in consistent educational policy, 2) consumer-oriented education, 3) entrance-exam centered education, and 4) the lack of traditional values. Teachers are related with all four of these factors when we try to explain the collapse of formal education and only through them formal education can be rejuvenated. Based upon lots of solutions to a problem of promoting the establishment of national college of education for training teachers my suggestions are as follows; First, we should recognize the professionalism and identity of college of education and improve the conditions in which teachers are trained and reeducated Second, we should the authority of college of education on the establishment and operation of unique curriculum and finance shoual be guaranteed so that they could develop a subjects that help students build their knowledge and leadership can be developed. Third, the number of teaching staff for effective curriculum operation should be incressed. Forth, facilities and equipments for training teachers and educational research, secure human resources and financing for the implementation should be established. Finally, the administrative system of college of education should be independent from that of the university to achieve its own goals. In conclusion, we condensed the causes of the collapse of formal education into four factors and suggested the ways to promote the establishment of national college of education. The new framework of our educational system will be constructed by committing teachers who are trained in specified and professional educational institutes.
