2008년 촛불집회와 한국 대의민주주의의 개혁 방향

Abstract

본 연구는 2008년 촛불집회의 원인으로 지목된 한국 대의민주주의의 결

함과 그 극복 방안을 검토한다. 촛불집회를 다중의 집합지성의 발현으로

규정하기에는 그 경험적 근거가 취약하며, 직접민주주의에 대한 요구도 실행

가능한 제도적 대안들을 구체화하고 있지 못하다. 한국정치의 고질적 결함

인 소통의 부재 현상을 완화하기 위해서는 정치사회의 활성화를 통해 대의

제의 대표성, 반응성, 책임성 수준을 높여야 한다. 그런데 기존의 정치개혁들은 장기적인 관점에서 정치사회의 활성화를 기하기보다는 가시적 성과에 집착하여 정책정당의 성장기반을 오히려 훼손했다. 이 연구는 예산 및 입법 영역에서 우리 국회의 권한과 역할이 지나치게 제한되어 있기 때문에 정치사회가 본연의 역할을 제대로 수행하지 못하고 있다는 점을 강조한다. 현재의 정치사회에 대한 부정적 인식에도 불구하고 정치개혁에 관한 발상을 근본적으로 바꾸어 의회권력을 먼저 강화해야만 시민사회와 국가를 매개하는 정책정

당의 성장과 정치사회의 활성화를 기대할 수 있다.

This study examines the defects of the Korean democracy which were highlighted

by the candle protests in 2008. Criticizing the arguments for direct democracy

based on so called swarm intelligence of the multitude, it stresses the need for

institutional reforms to improve responsiveness and accountability of the Korean

representative democracy. Political reforms, the author notes, so far have failed to

promote the growth of policy-oriented parties because they have not addressed

the weakness of the National Assembly. The author calls for change in our way of

thinking regarding political reforms and emphasizes the need for significant changes

in the distribution of power between the President and the National Assembly.
