This paper is a preliminary attempt to determine, why, when and how transfer occurs in foreign language acquisition. It is argued that the concept of transfer as used by behavioral habit theorists should be abandoned. Transfer should be approached in terms of a cognitive process the use of first language by foreign language learners is more or less creative and transfer constitutes a subcategory to over-generalization. It is also pointed out that a distinction must be made, though subtle and delicate, between the borrowing of first language as a communicative strategy and transfer as an outcome of a learning strategy.ko_KR
