교육감 주민직선제 쟁점 및 과제 분석 : 서울특별시 교육감 선거 결과를 중심으로

Abstract

본 연구는 2008년 7월 30일 실시된 서울특별시 교육감 선거 결과를 중심으로 교육감 주민직선제의 쟁점과 과제를 분석하는 것을 목적으로 하였다. 본 연구의 결과는 다음과 같다. 첫째, 서울특별시 교육감 선거 결과 나타난 쟁점은 낮은 투표율로 인한 주민대표성 부족, 선거의 정치화로 인한 교육의 정치적 중립성 훼손, 상호비방 중심의 선거운동으로 인한 교육자치의 전문성 퇴색 등이었다. 낮은 투표율은 주민직선제의 근본 취지 훼손, 고비용저효율 선거, 조직선거의 가능성 등의 문제점으로 인하여 당선자의 대표성 부족을 초래한다. 교육감 선거의 정치화는 당선자의 교육정책 독립성의 약화, 이념논쟁 중심의 선거, 정당조직의 비공식적 선거운동 개입 등의 문제점으로 인하여 교육의 정치적 중립성 훼손을 가져온다. 상호비방 중심의 선거운동은 주민의 무관심과 외면, 교육자 즉 후보자의 권위 상실, 선거 이후 후유증과 갈등 심화 등의 문제점으로 인하여 교육자치의 전문성 퇴색을 유발한다. 둘째, 교육감 주민직선제 정착을 위한 과제로는 주민대표성의 확보, 교육의 정치적 중립성 확보, 교육자치의 전문성 확보 등이다. 주민대표성 확보를 위해서는 지방선거와의 차별화된 홍보전략 필요, 후보자들의 교육정책 공약의 다양화, 투표 방법 개선, 교육관계자들의 노력이 요구된다. 교육의 정치적 중립성 확보를 위해서는 교육감 후보자의 정치적 중립성에 대한 홍보 강화, 정당 및 교원단체 등의 선거 개입 억제, 후보자 기호 결정 방법 개선 등의 제도적 장치가 필요하다. 교육자치의 전문성 확보를 위해서는 교육감 입후보 자격 강화, 건전한 선거문화의 정착, 합동토론회 확대 등이 요구된다.

The purpose of this study is to analyze the issues and tasks on the direct superintendent election by residence on the results of Seoul Metropolitan superintendent election taken place in July 30, 2008. The results of this study are as follows: First, the issues on the results of Seoul Metropolitan superintendent election are the lack of constituent-representativeness by light poll, damage to the political neutrality of education by electoral politicization, and the professionalism discoloration of educational self-government by mutual slander. The light poll causes under-representation of the elected by problems such as the damage to the fundamental object of direct election by residence, election of high cost and low efficiency, and possibility of systematic election. The politicization of superintendent election brings about the damage to the political neutrality of education problems such as weakness of the elected's educational policy independence, ideological dispute-centered election, and party organization's intervention in the informal election campaign. The mutual slander-centered election campaign causes the professionalism discoloration of educational self-government by problems such as residences' indifference and disregard, loss of educators', or candidates' authority, and the aftermath and conflict deepening after election. Second, the tasks for a settlement of the direct superintendent election by residence are the security of constituent-representativeness, political neutrality security of education, and expansion of policy evaluation for education pledge. The security of constituent- representativeness requires the public relations strategy differentiated with local elections, diversification of candidates' educational policy pledges, improvement in voting methods, efforts of the education interested. The political neutrality security of education requires the systematic devices such as public relations strengthening for superintendent candidates' political neutrality, the control of political parties' and teachers organizations' intervention, and improvement in the candidates' mark-making methods. The expansion of policy evaluation for education pledge requires such as strengthening of superintendent candidates' qualifications, settlement of sound election culture, and expansion of joint forum.
