과연 "중대선거"인가? - 제17대 국회의원 선거에서의 유권자 투표결정요인 분석

Abstract

이 글은 제 17 대 국회의원 선거에서 유권자 투표결정요인을 분석하고 그 결과를 예전 선거의 그것과 비교하여 변화를 추적함으로써 저117 대 총선이 과연 중대선거 (critical election) 로 규정될 수 있는지 진단한다. 한국 사회과학 데이터센터의 설문조사에 따르면 저117 대 국회의원 선거에서는 유권자가 젊을수록， 정치적 효능감이 클수록， 진보적일수록， 노무현정부에 대한 평가가 좋을수록， 전라도와 충청도 출신일수록， 탄핵에 반대할수록， 그리고 정치인 물갈이가 총선의 중요한 이슈라고 생각할수록 열린우리당을 지지하는 경향을 발견했다 이 통계결과에서 주목을 끄는 것은 유권자의 연령， 이념， 지역주의 변수가 모두 열린우리당과 한나라당 사이의 선택과 상관관계가 있는 것으로 드러났다는 사실이다. 중앙선거관리위원회의 총선결과를 분석해보면 2004 년 총선에서 지역주의가 완화된 것으로 보이는 지역은 매우 제한적 • 울산， 부산과 경남의 일부 정도 이다. 그리고 영남지역당과 호남지역당 득표율 차이와 의석점유율 차이를 최근 세 차례의 국회의원 선거에서 각각 비교해 볼 때 지역주의가 완화되었다고 말하기 쉽지 않다. 또한 여러 여론조사결과에 의하면 세대와 이념에 의하여 중첩된 투표행위가 예전과 비교하여 크게 변화하지 않았다. 따라서 정당간의 뚜렷하고 지속성 있는 재편성이라는 케이(V.O. Key) 의 정의에 비추어 볼 때 한국의 2004 년 총선에서 나타난 정당간의 재편성은 중대선거로서의 조건을 충족시키지 못하고 있다.

This essay investigates the determinants of voter choices in the 2004 National Assembly election, and thereby judges whether or not this election could be considered a critical election. Survey data analysis shows that voter age, ideological position, and residental area had significant effects on voter choices in the election. The National Election Commissin data suggest that, compared with the results of the two previous National Assembly elections, there was no big change in the strong influence of the regionalism fatcor. The changes in vote share and seat share suggest that regionalism noticeably decreased only in Ulsan, Pusan, and some Kyungnam areas. Moreover, there was no significant changes in generational and ideological cleavages in the recent elections. Thεrefore， the 2004 election does not fall within the category of V.O.Key's critical election, whichmeans a type of election in which there occurs a sharp and durable electoral realignment between parties." There was no such sharp realignment in 2004 and it is too premature to call the change, if any, durable.
