공세적 방어: 냉전기 미국 미사일방어체제와 핵전략

Abstract

이 글은 미소 냉전기에 미국이 추진했던 미사일방어체제를 비판적으로 검토함으로써 현 부시행정부하에서 미국이 구축하고 있는 미사일방어체제의 국제정치적 합의를 살펴보려한다. 이 글은 특히 부시행정부가 주장하는 것처럼 미국의 미사일방어체제는 불가피하고도 순수한 방어 수단이라는 설명은 냉전기 미국의 경힘으로 미루어볼 때 그 타당성이 약하다고 주장한다. 냉전 초기 소련의 전략공격능력은 매우 미약했으므로， 미사일방어체제가 성공적으로 구축되면 미국은 공수에서 모두 소련에 우위를 점하는 매우 긍정적인 상황을 만들 수 있었다. 소련이 실질적인 전략공격능력을 보유하게 된 이후에 준비된 미사일방어체제인 나이키엑스， 센티널， 세이프가드， 그리고 전략방위구상 이 모두는 미국의 전략공격능력을 보호하기 위해 추진된 것이다. 미국 본토와 미국민을 보호하기 위한 미사일방어체제 구축이 어려움에 도 불구하고 미국이 미사일방어체제를 거듭 추진했던 이유는 바로 그러한 공격력을 보호하기 위해서였다. 즉 냉전기 미국의 일련의 핵정책(대량보복유연반응， 피해제한， 확증파괴， 장기핵전쟁에서의 승리)들은 미사일방어체제가 동반될 때 비로소 구체적 실현의 가능성이 높아질 수 있는 것이었다. 따라서 냉전기 미국의 미사일방어체제는 공격을 위한 방어였고 미사일방어체제를 단순방어로 파악하는 설명으로는 미사일방어체제의 이러한 국제정치적 합의를 제대로 파악할 수 없다. 한반도를 둘러싸고 있는 안보환경의 향후 변화를 제대로 이해하기 위해서는 미국이 추진하고 있는 미사일방어체제에 대한 보다 심층적인 분석이 필요하다.

This study argues that U.S. missile defense (MD) should be reexamined beyond the widely-shared analysis that justifies it as an inevitable defense. The history of U.S. MD implementation attempts during the Cold War reveals solid consistency in the relationship between U.S. strategic calculations to secure its strategic offensive forces and the development of a series of MD systems. not between external threats and U.S. MD development. It may be said that the U.S. constantly sought MD because of strategic advantages rather than the actual protection of U.S. territory and the general public. In other words, U.S. MD development during the Cold War was aimed at protecting its strategic nuclear forces. In this regard, MD systems were not a simple defense but primed for supporting U.S. strategic offense. To properly understand the security environment of the Korean Peninsula in the near future, a good grasp of the complexities behind the current U.S. MD system is necessary.
