18대 국회 이념적 변화의 특징

Abstract

본 연구는 18대 국회의원과 17대 국회의원 이념을 정당별로 비교함으로써 이념적 변화 근원지를 알아보며, 의원 개인 이념은 안정적인 것인지 아니면 변화의 모습을 보이는지 분석해 보는 것을 목적으로 한다. 이를 위해 한나라당과 민주당 의원들의 이념이 17대 국회와 18대 국회에서 모두 보수화되었는지 살피고, 이념적 변화 근원지를 알아보기 위해 17대 국회의원과 18대 국회의원들의 이념을 지역별, 선수별, 그리고 선출방식별로 비교해 본다. 분석결과 18대 국회의 보수화는 모든 정당에서 일어난 것이라기보다는 한나라당 의원들에 의해 이루어진 것임을 보여주고 있다. 그러나 한나라당과 민주당 모두 수도권 의원들의 이념은 매우 크게 변화하였음을 찾아볼 수 있었다. 한편 한나라당의 보수화는 초선의원들뿐만 아니라 재선의원들의 이념 변화가 중요하게 영향을 미쳤다는 점을 발견할 수 있었다. 국회의원 및 국회 이념에 대한 연구는 국회의 정책결정 방향을 예견하고 국회 내 정당 간 갈등 정도를 알아볼 수 있는 기회를 제공한다. 그럼에도 아직 국회 및 국회의원 이념에 대한 연구 수행은 미진한 편이다. 의회의 성격 그리고 의원들의 의정활동을 알아보는 데 있어 이념은 무엇보다 기본적 자료와 의미를 제공하여 주기에 이념의 측정 및 분석에 대한 노력이 좀 더 세밀하게 이루어지는 노력이 필요할 것이다. The study aims at comparing partisan ideology of the 18th National Assembly with the 17th National Assembly's to explore conservation of the 18th National Assembly. In particular, it is of interest to see ideological differences between the two Assemblies in terms of region, legislators' experiences, and the rule of candidate selection. Likewise, the purpose of the study is to test whether legislator's ideology is stable or changeable by examining reelected legislators whose ideology have been measured twice. Analytical results show that the Grand National Party(GNP) solely contributes to ideological changes of the 18th National Assembly. Also, ideological changes of the reelected GNP members play a significant role in strengthening GNP's conservatism. The results interestingly find that changes of Democratic Party legislators' ideology in the Metropolitan area are also notable. Ideological approaches to legislators and Congress provides an opportunity to foresee the direction of policy-making and the conflictual level between parties in Congress, however, the study on ideology is not still sufficient. In researching characteristics of Congress and legislators' activities, ideology provides basic and meaningful data. Therefore, we should make efforts to measure and analyze ideology of legislators more precisely.
