한국 유권자의 정치 지식(Political Knowledge)에 관한 연구 현황과 과제

Abstract

본 연구는 정치 지식에 대한 미국에서의 연구를 소개하고 그를 바탕으로 한국에서의 연구의 한계를 비판적으로 검토하여 엄밀한 정치 지식 측정을 위한 토대를 마련하고자 하는 연구 시론이다. 정당일체감, 정치 이념, 정치 효능감 등과 함께 개인의 정치적 결정 및 정책 선호 형성을 설명하는 주요 변수로 인식되어 온 정치 지식에 대한 한국 정치학에서의 연구의 공백은 개인의 결정 및 선택, 나아가 여론의 형성과 변화를 이해하는데 있어 심각한 연구의 결핍이다. 본 연구에서는 정치 지식에 대한 본격적인 연구를 통해 대중들에 의한 정치·사회적 의제 설정 및 공론 형성을 통한 정치참여가 확대되고 있는 새로운 미디어 환경에서 대중의 여론 형성 및 변화의 동학에 대한 이해를 확대·심화할 수 있다고 주장한다. This article is first to survey to existing literatures which tap political knowledge as a major independent variable in explaining individual's political decision-making and policy preferences in Korea. I argue that despite critical roles that political knowledge as well as party identification, political ideology, and political efficacy plays for understanding public opinion formation and change, there are a few studies in Korea that highlight political knowledge as a critical concept in the study of public opinion. In addition, I demonstrate that although some researchers implicitly or explicitly use the term of political knowledge in a rigorous way. Summarizing the roles that political knowledge plays in individuals' information acquisition and processing, making public opinion, and managing democracy, I discuss what political knowledge is and how it can be measured.
