지역적 맥락에서의 아프리카 냉전 사례 - 1970년대 에티오피아의 사회주의화와 소련의 개입과정을 중심으로

Abstract

아프리카의 냉전은 미소 양강의 경쟁적 힘의 확산과 구조화 측면을 넘어 서구열강과의 식민지를 청산한 신생 아프리카 국가의 저이엘리트들이 냉전논리와 전략적 관계를 정치적으로 도구화(instrumentalization)하는 측면이 더욱 강했다. 이는 미소 양 강대국의 경쟁이라는 외재적인 요인보다, 국내정치의 역학이 더 적극적으로 반영된 내재적 요인이 아프리카의 냉전구조와 내용을 결정짓는 핵심이 되고 있기 때문이다. 이를 분석하기 위해서는 기존의 연구방식인 냉전의 일방향의 구조적 원인(structural cause)을 분석하기보다는 미소 강대국의 영향력 확산(top down power projection)과 신생 아프리카국들의 냉전세력에 대한 전략적 이용(bottom up instrumentalization)을 역동적 상호관계성(dynamic interdependence)에 의해 형성된 행위집합체(agency)의 개념으로 파악하고, 각 행위자(actor)의 전략과 담론을 분석해야 한다. 이 글에서는 기본적인 아프리카의 냉전적 특성을 이데올로기 담론 활용 측면에서 점검하고 이후 가장 중요한 사례인 에티오피아의 냉전 양상을 중심으로 아프리카 국가의 전략(bottom-up strategy)적 특징을 분석하여 소련이나 미국의 힘에 의해 제한된 행위가 아니라 전략적 의도를 가지고 냉전구조를 이용한 측면을 부각시킬 것이다.

Aspecific nautre of the Cold War in Africa can be characterized by its dynamic interaction between US-Soviet power competition and newly born African states leaders strategic instrumentalization of two super powers in order to achieve their own political goal in the postcolonial context. In other words, the strategic interests of African leaders were moer direct causes which determined the nature of Cold War in Africa in comparison with relative influence of competition of the two super powers. To analyze and understand the specificity of African Cold War history one needs to focus more on dynamic inter-relations between top-down power imposition by super powers and bottoms-up strategic interactions implemented by African local actors. To do this analysis, the concept of agency which implies actors capabilities of action and disposition to act such as discourses, norms, story etc will be mobilized as the central methodological concept. In our study here, we will analyze Ethiopias Cold War between 1974 and 1977 to demonstrate African character of Cold War.
