조직에서의 권위: 동서양 비교

Abstract

본고는 기존의 연구와는 달리 동아시아인의 시각과 탈영역화의 관점에서 동서양조직에서의 권위를 비교분석하였다 . 연구결과는 다음과 같다. 일반적으로 권위는 위계질서와 정당성을 전제로 한다는 것은 동서양에 있어서 공통점이다. 서구의 권위는 기본적으로 절대개인을 전제로 하고, 그 정당성을 권리에 근거한 계약을 상정하고 있다. 그래서 사회계약론에서는 위임적인 직책, 관료제는 권한에 근거한 명령 복종의 관계, 신공공관리론은 효율성을 중시한 교환에 초점을 두고 있다. 이에 대해 포스트모던주의자들은 해체 등을 강조하고, 한편 뉴거버넌스에서는 수평적인 네트워크를 중시하고 있다. 이에 비해 동아시아의 권위는 부자관계를 원형으로 하고 계약 보다는 인정에 근거한 관계를 중시하였다. 동아시아조직에서 명시적인 권한은 규정되지 않고 정리(情理)를 강조한다. 따라서 조직에서 덕치, 위엄, 쌍무적 호혜관계를 중시한다.

This paper is a comparative study of the authority in the organization of the East and the West from the aspect of East-Asians, which is different from the former studies. The conclusions are as follows: In general, the similarity of authority in organization between the East and the West is rank order and legitimacy as a premise. In the West, basically, the premise of authority is completely individualistic, and legitimacy is symbolized by the contract based on rights. Therefore, the focus is on the mandate responsibility in the theory of social contract; obedience of the orders based on the competence of the bureaucracy; efficiency-oriented exchange in the theory of the new public administration. Therefore the post-modernist view emphasizes deconstruction, and the newgovernance pays attention to the horizontal network. On the contrary, authority pays more attention to the human relationships more than contract with the prototype of a father-son relationship in East-Asia. The reason and feeling is emphasized but the clear competence is not limited to the East-Asian organizations. So the focus is on administration according to the moral influence, dignity and inter-reciprocal relation.
