제2차 교육과정 개정의 특징과 사회적 맥락 (1958~1963)

Abstract

This article aims at clarifying the social context in which the second curriculum revision took place. The revision started in 1958, was mainly focusing on strengthening vocational education and moral education . The experience-centered curriculum was accepted as an alternative to the new curriculum due to the influence of the American education mission that visited Korea at that time. However the revision had been postponed owing to the April 19 Revolution. Afterward the Democratic Administration propelled another revision of the National Curriculum reflecting 'democratization of education' but it was interrupted by the May 16 coup. The military government tried to reflect the ideology of the military government as a revolutionary task and human transformation. The military government put off the Curriculum revision for a reorganization of the school system, and at last the 2nd National Curriculum was revised and proclaimed in 1963.

이 글은 제2차 교육과정 개정이 어떠한 사회적 맥락 속에서 일어났는지 규명하고자 한다. 1958년 교육과정 개정 작업이 시작되었는데 도의교육의 강화, 실업교육의 강화가 주요 방향으로 설정되었다. 당시 한국을 방문한 미국교육사절단의 영향으로 경험중심교육과정이 새로운 교육과정의 대안으로 받아들여지기도 하였다. 그러나 1960년 4 19 혁명을 거치면서 교육과정 개정은 미루어졌다. 이후 민주당 정부는 교육의 민주화를 반영한 교육과정 개정을 추진하였으나 1961년 5 16 군사정변으로 좌절되었다. 군사정부는 혁명과업과 인간개조라는 군사정부의 이념을 반영하려 하였다. 이후 실업교육과 관련한 학제개편 문제로 교육과정 개정 작업이 연기하였다. 이후 1963년 제2차 교육과정이 개정 공포되었다.
